Psychiatric Nurse Practitioners

Psychiatric Nurse Practitioners are health care providers who can prescribe medication. They are trained to evaluate their patients current symptoms in the context of their prior medical history so they can develop a safe, individualized plan that can include medications they will monitor through ongoing medication management. Catherine Doty, PMH CNS

she/her/hers

Catherine Doty, APRN-BC, is the Founder and Clinical Director of Delaware Behavioral Health. She holds an undergraduate degree in Psychology and Biology from Shepherd University, a BSN from Columbia University, and an MSN from the University of Pennsylvania, where she focused on trauma-informed care and family systems theory. Dual board certified in Child and Adolescent Psychiatric Nursing and Adult and Family Psychiatric Care, Catherine is also certified by the Substance Abuse and Mental Health Services Administration (SAMHSA) in addiction medicine and authorized to provide medication-assisted treatment (MAT) for individuals with substance use disorders. Her clinical expertise spans the full spectrum of mental health conditions across the lifespan, with a signature focus on trauma-informed care, harm reduction, family systems theory, and addiction treatment. She began her career in 2006 as an outpatient psychiatric clinician in another practice, where she witnessed firsthand the limitations and instability of traditional models of care. Motivated to create a more stable, compassionate, and trauma-informed approach, she founded Delaware Behavioral Health in 2013. Catherine views mental health as a social-justice issue and prioritizes diversity, equity, and inclusion in all aspects of treatment and organizational culture. With decades of clinical experience and a personal commitment to serving underserved populations, Catherine blends evidence-based psychiatry with deep compassion to reduce stigma, support recovery, and transform the mental health landscape in Delaware.

Gregory Cooper, APRN

Greg Cooper recognizes the connection between a person's mental health, physical health, and the wider social context in which they live. His approach to psychiatric evaluation and medication management take these into account, and he believes in supporting his patients with unconditional positive regard. Greg's special areas of Interest include mood disorders, anxiety disorders, ADHD, trauma, bipolar disorder, pharmacogenomics, and the mind/body/spirit connection. Alyssa Loftus, PMHNP

she/her/hers

Alyssa Loftus, MSN, PMHNP-BC grew up in Wilmington DE. She initially earned degrees in Spanish and Exercise Science from the University of Delaware, but after an eye-opening journey through the healthcare system, she returned to attend their accelerated nursing program. She worked in oncology for several years before deciding to pursue her advanced degree in psychiatric nursing at the University of Pennsylvania. Her areas of interest and treatment specialities include mood and bipolar disorders, depression, and perinatal mental health.

Stephanie McKay, PMHNP

I am passionate about helping children, adolescents, and adults to feel better understood as individuals, reach their personal goals, and forge meaningful relationships. This can be challenging for those who have experienced trauma or who are currently experiencing life stressors or psychological distress.Using pharmacotherapy, psychotherapy, and psycho-education, we can work together to create a holistic treatment plan specialized for you. I have experience working in substance-abuse, partial-inpatient, and child and adolescent inpatient treatment programs.

Melvis Ngalla-Oluka, PMHNP

Melvis Ngalla-Oluka earned her Master's Degree in Nursing from the University of Delaware, and a Bachelor's degree in Nursing from Towson University. Melvis is committed to providing care tailored to each patient's unique needs, and her core values of compassion, respect, integrity, and high standards of professionalism drive her approach to care. She formulates treatment plans based on evidenced-based practices and encourages patient education and informed decision-making. Melvis specializes in a wide range of mental health conditions, including Anxiety, Depression, Bipolar Disorder, OCD, Insomnia, ADHD, PTSD, and Schizophrenia.

Elissa Seward, PMHNP

As a Psychiatric Nurse Practitioner, it is my goal to provide care for those that struggle to be heard and those that feel they do not belong. I am extensively trained in psychopharmacology and psychiatric evaluations. I treat all ages and populations. I have a special interest in working with children and adolescents struggling with behavioral disturbances, mood disorders, ADHD, and Autism. I also have experience working with people who have been diagnosed with Dementia and other Cognitive impairments.

Kevin Cruz provides comprehensive psychiatric evaluations and medication management for adults, using a holistic approach to mental health as a Psychiatric Mental Health Nurse Practitioner (PMHNP). A graduate of the University of Delaware, Kevin is bilingual in Spanish and English, offering culturally sensitive care and fostering a trusted therapeutic space that addresses cultural and language barriers. Frann S. Anderson, LCSW

Frann Anderson has been in practice for over 35 years. Her orientation to treatment is client-centered, meaning the client guides the therapy experience. Frann's goal is to help people work through whatever barriers to success may be challenging them. She is currently providing telemedicine. Frann has 27 years of experience in the addiction field and also specializes in trauma/PTSD, gender identity, LGBTQ issues, depression, anxiety, & bipolar disorder. Frann is a Certified Brainspotting Clinician, which is a therapeutic technique to assist individuals with a history of trauma who feel they are not progressing in traditional treatment approaches.

Russel Buskirk, LCSW

Russel D. Buskirk has been a counselor for over 35+ years and has also served as a behavioral health administrator and supervisor. He earned clinical psychology degrees from University of Scranton/West Chester University and his MSW degree from Delaware State University. He is a Certified Alcohol and Drug Counselor in the state of DE, and is also trained in Cognitive Behavioral Therapy (CBT), Dialectical Behavioral Therapy (DBT), Motivational Enhancement Therapy (MET), Solution-Focused Brief Therapy (SFBT), Psychodynamic Therapy including Gestalt approach, Trauma Informed Therapy, Interpersonal Therapy, Group Therapy (not currently offering), & Family Therapy (not currently offering).

Jennifer Cutrona is a Licensed Clinical Social Worker.  She has a bachelor’s degree in psychology from the University of Delaware and a Master’s degree in Social Services from Bryn Mawr College.  With over 23 years in the mental health field, she has experience in inpatient, residential, outpatient, and school-based settings.  She has also provided consultation and supervision services.  Jennifer works with individuals and families.  She uses a strength-based and client-centered approach incorporating cognitive behavioral therapy, psychodynamic therapy, acceptance-based therapy, and mindfulness.  She values the importance of the therapeutic relationship and strives to connect with her patients.  She specializes in family therapy and works with individuals dealing with a variety of concerns, including but not limited to depression, mood disorders, anxiety, complex trauma, ADHD, and relationship issues.
